A system of record for land
and master planning
Most planning authorities and master developers do not have a land problem or a mapping problem. They have a record problem — the authoritative answer to who holds what, what was consented, what was built, and who decided it, lives across a dozen systems and several people's memory.
Where this actually is
The platform is in development. This page is not selling a finished product, and there is no subscription to buy today. What is available now is a paid design-partner engagement — we build the first modules around one real statutory process, in one real organisation, and that organisation gets the platform shaped around how it actually works rather than how a vendor imagined it.
We hold the same rule for the platform that we hold for every resource in the catalogue: nothing is sold before the thing being sold exists.
What is being built
Six modules, in build order
Each is independently useful. A design partner starts with one or two, not all six.
Land record
Parcels, addresses, tenure, designations and lifecycle states, with a named custodian for every dataset and a history that survives staff turnover.
Development control
Application intake through consultation, assessment, decision and appeal — modelled as the process it actually is, with statutory deadlines tracked rather than remembered.
Master plan management
Scheme versions, phasing and the consented boundary, so compliance is measured against what was actually approved rather than against the latest drawing.
Site suitability
Constraint screening and weighted assessment with the weights written down, so an allocation decision can be defended when it is challenged.
Field & inspection
Mobile capture with coded condition and defect recording, geotagged evidence, and an evidence chain that still holds years later.
Governance & assurance
Quality scorecards, lineage, access review and an append-only audit trail — who decided what, on which version of which dataset, and when.
Built on open source
No vendor lock-in on the analysis layer
The mapping and analysis surface is GeoLibre, an MIT-licensed, cloud-native GIS platform with over a thousand geoprocessing tools that run client-side. We embed and configure it; we do not fork it and we do not charge you for it.
That matters for two reasons. Your analysts can use the same tooling outside our platform, at no cost, forever. And because processing runs in the browser, sensitive data can be analysed without leaving the machine it sits on.
GeoLibre is an independent open-source project. We are users and integrators of it, not its authors.

We are looking for a small number of planning authorities, master developers and land-holding organisations to build this with. You get the platform shaped around your process and preferential terms; we get a real statutory process to build against instead of an assumed one.
