GADM is the most widely used administrative boundary dataset in the world, and it is non-commercial. It appears in a great many consultancy deliverables that had no right to use it. Most people never read the licence.
Fifty vetted sources across imagery, elevation, boundaries, population, climate, infrastructure, hazards and regional portals — each with coverage, content and, critically, the licence stated. Plus a plain-English guide to what CC-BY, CC-BY-NC and ODbL actually mean for paid client work, and the CC-BY alternative to GADM that is a straight swap.
